建立站点成功但是 数据库连接错误！

我建立好了站点，通过端口可以访问网站，但是显示数据库连接错误！我用phpmyadmin可以连接，
数据库都是属于那个站点之下的。
这个是什么原因？

还有一个问题就是 站点建立 好了 却显示 这样
ERROR 403 - Forbidden!

You are not permitted to access the requested URL.

建立流程都对，为什么是这样的呢？
