WDCP直接搬家后无法创建数据库用户

按照管理员的教程快速搬家后网站各方面运行良好，但是无法创建数据库用户，一开始是用小工具强制修改了数据库的密码，现在各方面运行良好，就是无法创建数据库用户，进入phpmyadmin创建用户显示：[color=#ff00][font=sans-serif][size=13px]#1290 - The MySQL server is running with the --skip-grant-tables option so it cannot execute this statement   [/size][/font][/color]

[color=#ff00][font=sans-serif][size=13px]请问这是为何？感谢[/size][/font][/color]
